The Triangle Shirtwaist factory fire. MGM Grand. The Station Nightclub. Grenfell Tower. Every generation of building codes represents a hard lesson paid for in tragedy. The same is true of public safety communications codes &#8211; provisions that ensure first responders can talk to each other inside buildings, that 9-1-1 calls reach dispatch, that emergency radio doesn&#8217;t fail at the moment it matters most. These rules exist because they had to. Today, those provisions are under coordinated assault. State legislatures are passing bills that disable code enforcement, abolish fire prevention commissions, and reframe core safety requirements as anti-business overreach. Indiana&#8217;s HB 1001 banned ERCES enforcement outright in March 2026. This Power Session is about what&#8217;s happening, who&#8217;s driving it, and what an effective counter-strategy looks like &#8211; at the statehouse, in the code-development process, and in the public conversation. No registration. No contact information for owners or contractors. The new system required reconfiguring, combining, and changing frequencies. Every one of those boosters had to be located, documented, owners identified, and re-tuned &#8211; a monumental effort done backwards, at significant cost. That experience is the heart of FCC Petition for Rulemaking RM-12009: what if signal boosters were documented from the day they are installed? Under Lori&#8217;s leadership, Make Our Schools Safe has launched multiple initiatives, including the MOSS Club prevention program, which empowers students to take an active role in their school&#8217;s security and well-being. Through advocacy, education, and community engagement, she continues to push for enhanced school safety protocols across the country. Scott is a public safety leader with expertise in emergency management, emergency 9-1-1 communications, and organizational change.<\/p>\n<p>For more than 2 decades, Brillman proudly served the City of Baltimore and helped maintain the highest level of readiness, protecting Baltimore&#8217;s citizens, workers, and visitors from the impacts of emergencies. Brillman managed many of Baltimore&#8217;s large-scale emergencies, including multiple hurricanes, record-breaking snowstorms, earthquakes, and the catastrophic derechos, multiple-alarm fires, mass evacuations, pandemics, cyber attacks, and active shooter, and mass shooting incidents.<\/p>\n<p>In March 2020, Brillman was appointed as the Deputy Director of Emergency Management to help lead the COVID-19 response for the City of Baltimore. There, during COVID, he built the most state-of-the-art Emergency Operations Centers (EOC) in the State.<\/p>\n<p>He has created &amp; facilitated large-scale emergency exercises, built Continuity of Operations Plans, &amp; has planned multiple major events, bringing local, state, federal, military, non-profit, and business sectors together.<\/p>\n<p>Brillman was appointed &amp; commissioned by the Governor and Maryland Senate to the Maryland 9-1-1 Board, the Governor&#8217;s Statewide interoperability committee, and the Governor&#8217;s Commission to Advance Next Generation 9-1-1 in Maryland, which coordinates policy, promotes interoperability, &amp; funds enhancements for 911 systems across the state of Maryland.<\/p>\n<p>Captain Brillman also served as a paramedic, and mentor with the BCFD &amp; has served as a Medical Specialist on Maryland&#8217;s Urban Search and Rescue Task Force (MD-TF2), twice deploying to assist New Orleans, for Hurricane Katrina, and Hurricane Gustav.
