No registration. No contact information for owners or contractors. No record of how each one was configured. The new system required reconfiguring, combining, and changing frequencies. Every one of those 1,000+ boosters had to be located, documented, owners identified, and re-tuned. A monumental effort \u2014 done backwards, after the fact, at significant cost.
