These are known as Auxiliary Radio Communications Systems or ARCS. Unlike most ERCES, these systems do not link back to a dispatcher but instead provide two separate radio channels for onsite command and control. Every building has a designated fire command center, where a Dedicated Radio Console or DRC is installed. The DRC is connected to the Radio Auxiliary Unit (RAU), which rebroadcasts FDNY\u2019s radio signals throughout the building. Upon arriving at a building, FDNY activates the ARC System from the DRC using their elevator control key. This triggers the system, amplifying signals from firefighters\u2019 portable radios and transmitting them throughout the building. There are additional control capabilities available at the console. This concept is designed to support teams of firefighters operating simultaneously in a high-rise building.<\/p>\r\n<\/blockquote>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><span class=\"s1\">According to Sections <a href=\"https:\/\/codelibrary.amlegal.com\/codes\/newyorkcity\/latest\/NYCadmin\/0-0-0-71540\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">403.4.4<\/span><\/a> and <a href=\"https:\/\/codelibrary.amlegal.com\/codes\/newyorkcity\/latest\/NYCadmin\/0-0-0-76046\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">907.2.13.2<\/span><\/a> of the <a href=\"https:\/\/www1.nyc.gov\/site\/buildings\/codes\/2014-construction-codes.page\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">2014 NYC Building Code<\/span><\/a>, the installation and maintenance of an in-building auxiliary radio communication system is required for all newly constructed high-rise buildings and buildings undergoing major alterations.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><span class=\"s1\">Per the <a href=\"https:\/\/www1.nyc.gov\/nycbusiness\/description\/auxiliary-radio-communication-system-application\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">City of New York<\/span><\/a>, \u201cARC Systems must be designed, installed, acceptance tested, operated and maintained in accordance with <a href=\"https:\/\/www.fcc.gov\/wireless\/bureau-divisions\/technologies-systems-and-innovation-division\/rules-regulations-title-47\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">FCC regulations<\/span><\/a>, <a href=\"https:\/\/codelibrary.amlegal.com\/codes\/newyorkcity\/latest\/NYCrules\/0-0-0-97859\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">NYC Fire Code section 511<\/span><\/a>, <a href=\"https:\/\/www1.nyc.gov\/assets\/buildings\/apps\/pdf_viewer\/viewer.html?file=2014CC_BC_Chapter_9_Fire_Protection_Systems.pdf&amp;section=conscode_2014\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">NYC Building Code section 917<\/span><\/a>, <a href=\"https:\/\/www1.nyc.gov\/site\/buildings\/codes\/electrical-code.page\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">NYC Electrical Code 2011<\/span><\/a>, <a href=\"https:\/\/codelibrary.amlegal.com\/codes\/newyorkcity\/latest\/NYCrules\/0-0-0-5781#JD_T01C3600_3616-04\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">NFPA Standard 72<\/span><\/a> as amended by <a href=\"https:\/\/www1.nyc.gov\/assets\/buildings\/rules\/1_RCNY_3616-04.pdf\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">1 RCNY 3616-04<\/span><\/a>, <a href=\"https:\/\/www1.nyc.gov\/assets\/fdny\/downloads\/pdf\/business\/cof-b03-noe-study-materials.pdf\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">3 RCNY 511-01<\/span><\/a> and applicable technical criteria.\u201d<\/span><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><span class=\"s1\">ARCS testing guidelines are updated periodically to ensure that they remain current with changes in technology or regulatory requirements.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><span class=\"s1\">In the <a href=\"https:\/\/www1.nyc.gov\/site\/buildings\/codes\/2022-construction-codes.page\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">2022 NYC Construction Code<\/span><\/a>, these parts of the code are unchanged from previous:<\/span><\/p>\r\n\r\n\r\n\r\n<ul class=\"wp-block-list\">\r\n<li><span class=\"s1\">&#8211; Signal levels (-95) and coverage areas<\/span><\/li>\r\n\r\n\r\n\r\n<li><span class=\"s1\">&#8211; Technical criteria requirements<\/span><\/li>\r\n\r\n\r\n\r\n<li><span class=\"s1\">&#8211; License holder permissions<\/span><\/li>\r\n\r\n\r\n\r\n<li><span class=\"s1\">&#8211; Grid testing is required<\/span><\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><span class=\"s1\">A key difference in the upcoming code change is that the pathway survivability requirements are more stringent.<\/span><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><span class=\"s1\">2022 testing guidelines go into effect on November 7, 2022.<\/span><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><span class=\"s1\">To submit an ARCS design for review, <a href=\"https:\/\/www1.nyc.gov\/nycbusiness\/description\/auxiliary-radio-communication-system-application\" target=\"_blank\" rel=\"noopener\"><span class=\"s2\">apply here<\/span><\/a>.<\/span><\/p>\r\n\r\n\r\n\r\n<div class=\"sbc-book-cta\"><hr \/>\r\n<p style=\"text-align: center;\"><em>This article draws on the <strong>Complete ERCES Handbook with NICET In-Building Public Safety Communications (IB-PSC) Study Guide<\/strong>, by Chief Alan Perdue (ret.), CFO, FM and John S.
