SBC Code Bulletins<\/h1>\n

SBC Code Bulletins are short, downloadable advisories on code and regulatory changes affecting in-building public safety communications. Each one summarizes what changed \u2014 at the federal, state or local level \u2014 and what it means for compliance.<\/p>\n

\n

INDIANA HB 1001 2026<\/strong> This Code Bulletin addresses Indiana House Bill 1001,<\/strong> which places a ban, effective after June 30, 2026, on enforcing codes and standards pertaining to Emergency Responder Communication Enhancement Systems (ERCES) in Class 1 (Commercial and Multi-tenant Residential) buildings<\/p>\n

Also provides brief coverage of HB 1003<\/strong>, which was passed by the legislature and sent to the Governor\u2019s desk. HB 1003 repeals the Fire Prevention and Building Safety Commission and requires codification of building and fire safety codes into statute. Whether nationally recognized standards will be incorporated is unknown. Standards at risk include NFPA 1221 (Emergency Services Communications Systems), NFPA 1225 (Emergency Services Communication), NFPA 70 (National Electrical Code), NFPA 72 (Fire Alarm and Signaling Code), and others. A separate advisory will follow as analysis is completed.<\/p>\n

FCC Rules Require Express Consent for Operating ERRCS<\/strong><\/p>\n

FCC rules in 47 CFR \u00a7 90.219 – Use of Signal Boosters – are clear that only the FCC License Holder has the authority to permit rebroadcast of licensed public safety frequencies. Anyone who does not obtain express consent from the License Holder before activating or operating a public safety booster system is in violation of federal FCC rules.<\/p>\n

This Code Bulletin provides the relevant sections of FCC rules and Fire Codes that address this important issue, along with recommended Best Practices.<\/p>\n

BROWARD COUNTY CLARIFIES ITS POSITION ON UL 2524 FOR BDAS<\/strong>
In a memo, the Broward County Board of Rules and Appeals states that UL 60950 listing is now an acceptable alternative to UL 2524. Consequently, Broward County AHJs may approve equipment listed to either UL Standard 60950 or UL 2524.<\/p>\n

CLARK COUNTY, NV: MANDATED PUBLIC SAFETY RADIO COVERAGE<\/strong>
Clark County, NV recently sent a letter to \u201cselected Resort High-Rise hotels\u201d in Clark County (Las Vegas Area) requiring they perform public safety radio coverage testing and provide a written report to the Fire Chief\u2019s office no later than January 1, 2019, and with plans to require that existing building have in-building public safety radio coverage by July 1, 2020.<\/p>\n
